When to Apply
If companies accept applications on a rolling basis for experienced hires, do I reach out to someone at the firm before applying?

Ye never cold apply unless you are a wharton pevc exec with a jp morgan incoming sophomore internship.
^ That was a good joke ^. Apply whenever it's open, but at the same time do reach out to try and network with people at the firm. Accept the concept that it may not be formally open at the moment, but if you build that relationship you can expect a random message of "I know you're in this industry space, and we're about to open up something in that space. I thought you might be interested?"
